Comprehensive planning is a term used in the United States by land use planners to describe a process that determines community goals and aspirations in terms of community development. The outcome of comprehensive planning is the Comprehensive Plan which dictates public policy in terms of transportation, utilities, land use, recreation, and housing. Comprehensive plans typically encompass large geographical areas, a broad range of topics, and cover a long-term time horizon.

The Hudson River Valley Greenway:

The Hudson River Valley Greenway was created by state law in 1991. The Greenway promotes voluntary regional cooperation in thirteen counties bordering the Hudson from Waterford in Saratoga County to Battery Park in Manhattan. Authorized by the New York State Legislature in 1991, the Greenway supports local and regional planning efforts that address natural and cultural resource protection; economic development, including tourism, agriculture, and redevelopment of urban areas and commercial waterfronts; public access; and heritage and environmental education. These programs are administered by the Hudson River Valley Greenway Communities Council and the Greenway Conservancy for the Hudson River Valley, both within the executive branch of New York State government and based in Albany. Each is overseen by a board of directors representing numerous public and private constituencies and interest groups in the region. The public is welcome and encouraged to participate in the programs and regular meetings of the Council and the Conservancy.
